I had the same problem. In order to build, the trainers at the gym told me to stop doing so much cardio vascualar exercise. It seems that the body is fooled into thinking you want to stay trim and not build muscle. You should also try to stagger your workouts. Like chest and tricepes one day, legs the second, and back and biceps another. They should have at least a day to rest. Otherwise they won't grow. Have you thought of using free weights? The proper exercises concentrate muscle usage for enlargement. I actually started using Universal equipment at the gym and a VKR crosstrainer at home for about two years before I started using free weights. My body was toned, now I am building and shaping,(larger muscles, better definition). Since I have been working out, I have gained 14 lbs, and haven't gone up in waist size. My chest, arms and legs are showing the effects of the workouts. Hope this solves your problem.
